Adlnet.org no longer controlled by DoD-please remove. #114

It appears that the Adlnet.org domain is no longer controlled by the DoD. Please remove (although it would be nice if ownership could be re-obtained).

It now points to an Android spyware website. image

Looks like this is being (partly) addressed in https://github.com/GSA/govt-urls/pull/120.
