The domain em.fsu.edu is owned and used by the Emergency Management and Homeland Security program at Florida State University. The cdrp.net domain is the Center for Disaster Risk Policy at FSU - the applied research arm of the EMHS program.

EMHS and CDRP are partners with the Florida Division of Emergency Management (floridadisaster.org) and members of the State Emergency Response Team. EMHS and CDRP are both deployable assets for the State of Florida in response to disasters.

I think we'd need more information on this to consider inclusion. Being partners with a government organization isn't the same as being a government. I think the note on "deployable assets" is worth exploring, though. @dmerrick-em do you have any statutory, regulatory, or other legal language on this term w/r/t the state?
