After spending nearly an hour digging into just the first one of these, I think it'd be worthwhile to chat with USAID directly to ask them about these domains. I believe they submitted on our M-22-09 form. @dawnpm do we have a contact name?

There's an argument against inclusion, since it appears agrilinks.org's content is managed by Bixal (https://agrilinks.org/agrilinks-privacy-policy).

I'm not sure they submitted through the form, I may have seen feedthefuture.gov on a billboard and from there seen that Agrilinks.org is a footer resource there. I agree, though, that a meeting could be helpful. I read that privacy policy as saying the site is published by the contractors as required by the contract, which is in scope. @jimkreft let's dig up a contact.

Footer on https://policylinkglobal.org/, though, would argue against inclusion.
