Clarify that "HTTP requests" means "HTTP or HTTPS requests" when calculating eligibility #240

We were using "HTTP requests" inconsistently -- sometimes to mean "plain HTTP requests", and sometimes to mean "HTTP or HTTPS requests".

This was causing actual agency confusion, so this PR makes the language consistent and explicit.
