Updating Node and Gulp for v12 #263

This updates gulp to v4, and should run correctly on Node v12. It also bundles using the latest version of Bundler, which I needed to do to get some native deps to compile.

It leaves USWDS at 1.3, as updating to 2.10 broke things that didn't feel necessary to fix.
