Joe, let me know if builds looks good on both ends: Cloud.gov and GitHub.

Sync to fix configuration warning for removed codeql.yml file. The main file should be codeql-analysis.yml.

Added comment for future troubleshooting to check Cloud.gov for build errors.
Added ruby to the language matrix according to GitHub, good to have set. 👀
