Update USWDS to v3.8.2

Closes #1091

Updated package.json.
Built local to update npm packages and package-lock.json file.
Tested pages, components are running as expected.
What's new located on USWDS Releases page.
- update resolves a Denial of Service (DoS) vulnerability related to the classlist-polyfill, not consider exploitable on the front end of applications.
