Update website with final report #100

This updates the Report to the President on IT Modernization website with the final report text.

The diff here is a bit messy (converting Word documents to Markdown is messy work), so isolating the real report text changes is a bit tricky. I'll look into creating a cleaner diff in the near future so there's an easier way to understand the changes.

It reads very well, hits all the important issues, and addresses the significant challenges facing Federal IT.
