Bug: New team members can't join service #1758

What happened?

A bug happened! I recently added Notify.gov account for two new colleagues, as listed below. Each were given full permissions, except the Manage API integration. Unfortunately, both accounts are having issues. They are unable to access Notify.gov, even after they enter their login information. Also, intermittently, after they try to login, I notice that they have disappeared from my account as if I never invited them. Could you please look into the issue and advise accordingly.

Requested accounts for two users. (Can supply emails as needed)

What pages did this appear on?

Add team member flow, invitations appear to be "disappearing" after being sent.

From CA's Notify Admin:

I did send an invite to both users late yesterday (7/23) afternoon. Both received the invite and confirmed that they were not able to successfully login to Notify.gov. I have actually invited each person two to three times. It is odd that they disappear from the history as if no invite was sent.

We think this is resolved by a PR that added another exception to the sign-in URLs, but cannot verify because logs.fr.cloud.gov is down right now.
