2007 - bug - total messages sms sent always zero #2008

Description

The Total messages chart messages sent was always zero even if a message was sent

I seem to recall that a year (?) ago we changed from the UK fiscal year to having the calendar year == fiscal year, so this is a curious fix and it seems like it breaks a test. Looks like fixing by regression. However, I don't have insight into how this broke so if it's working and people are okay with it, code looks good to me.
