As part of the new About Notify content section, this PR is the implementation for "Join Notify"

Definition of Done

Should include a side navigation
Should be able to easily navigate to About Notify content
Should meet a11y standards

@heyitsmebev - In a meeting with Deana and Cathy we decided to have Join Notify as it's own top-level navigation item before the login. So, it won't technically be in the /about URL tree. Sorry this wasn't communicated, it was a recent decision.
