There are a few pages in the Send Message flow with confusing Headers. Consider changing the names so they make sense contextually.

Headers to reconsider:

When you first click on Send messages, add h1 of Select your Template
Review your message becomes Confirm your template
Send 'Template Name' becomes Select recipients
Final Preview becomes
