Ability to send multiple account activation emails to the same email address #933

There are a variety of reasons why a user might not receive their initial account activation email. We should add the ability to trigger a resend of it, which should be prominently available to the user when they log in to the application.

It's unclear whether this needs API support, or is just a matter of adding the option in the UI.
