Get ourselves configured properly with AWS for 10DLC and/or short code numbers #407

As we approach gearing up for allowing pilot partners to start using the system, we need to make sure we're configured properly in AWS and registered to use the right type of phone numbers. This likely means going through the 10DLC registration process, which requires registering the organization first.

There are several factors to keep track of here:

There are a lot of moving parts here between multiple AWS services (Pinpoint, SNS, SES) and several account management pieces, so we should work with the AWS account reps/TAM (Technical Account Manager) to walk through these pieces together.

Noting here that @tdlowden has already scheduled time to speak with someone in TTS with experience in setting up AWS SNS and short codes for a government service

@ccostino will be reaching out to a current AWS TAM who partners with other teams in TTS to either get time with them directly or learn who else to get in touch with so we get support for our team.
