Get ourselves configured properly with AWS for 10DLC and/or short code numbers

As we approach gearing up for allowing pilot partners to start using the system, we need to make sure we're configured properly in AWS and registered to use the right type of phone numbers. This likely means going through the 10DLC registration process, which requires registering the organization first.

There are several factors to keep track of here:

• Which region(s) should we be doing this in, and do we need to do this in multiple regions?
• Who should enter any organization info and serve as the primary point of contact?
• Once we're registered and have things configured, how do we share info with our pilot partners?
• Verifying that we have the budget and approval for any one-time fees associated with this process
• Figuring out what to do with the toll-free numbers we already have registered (see our infrastructure overview for more details).
• What are the main factors that determine whether 10DLC or short code is needed?
• What are the anticipated lengths of time to complete 10DLC and short code processes?
• How do we work those approval timelines into our co-designing and partner timelines?

There are a lot of moving parts here between multiple AWS services (Pinpoint, SNS, SES) and several account management pieces, so we should work with the AWS account reps/TAM (Technical Account Manager) to walk through these pieces together.

Implementation Sketch and Acceptance Criteria

• [ ] Connect with and schedule time to talk through Notify.gov with an AWS TAM
• [ ] Speak with some others in TTS who have experience with these services for lessons learned
• [ ] Review the AWS documentation linked above
• [ ] Confirm budget information
• [ ] Schedule time to work through this configuration with an AWS TAM
• [ ] Document the configuration and the steps taken for future Notify.gov administrators

Security Considerations

• We want to make sure this is configured correctly so that we're not introducing any potential attack surfaces.
• We also want to make sure that this is configured in a way that we'll be able to leverage these numbers with our partners.
• We want to make sure the account information is handled properly and resides with the right person(s) who has the right level of permissions in AWS.
