I am just wondering, for this page, it is not a long article, do we really need top "table of content" section (TOC) here? If you compare the page "Obtain a Delegation of Procurement Authority" or "Domains and labor categories", it is even longer pages but doesn't have TOC on top section. Just for consistency across the site, If this become a pattern, what makes TOC pattern to show?

I change it from ":" to "." since there is no POC for now.
