Add search functionality

Search.gov is capable of independently indexing a subdirectory like gsa.gov/oasis-plus. To go this route we will need:

[x] Add sitemap (needed for search.gov)
[x] Configure search.gov
[x] Work with GSA.gov team on making sure site map integrates correctly and search.gov can index pages

Test for search capability passed. Moving this to done.
