@mark-meyer Design update for NAICS code tables

• Adding a h3 heading before the NAICS code tables
• Adds the CLIN key text below heading
• Then update table headers

@mark-meyer So this is my fault - the "C" in the new headings should be lower case (title case habits are hard to break). So the h3s should be "INTEL NAICS codes"

Everything else looks good.
