[x] Create a template for event pages that can help folks get started with a new event page
[x] ~~template should have lots of code comments to make it easy for content creators to fill in with minimal coding required~~ <-- Moved to a new ticket
[x] page should have the date clearly identified
[x] page should have a link to contact the POC
[x] page should contain a section that links to resources needed for the event along with a description of each resource

Create a README that covers the following

[x] cover each piece of Jekyll Front Matter that is used on the events layout
[x] ~~demonstrate how to include images in line~~ <-- moved to a new ticket

@jcastle some screenshots from a dummy Events page. I'll plug content from an existing one later.

Thanks Mark! Don't go too far on this just yet. I am planning on my FEWD and UX Design people to help. I might even get some 18F experts on an SLA to kick-start the project.
