The main goal is to be able to compare the accessibility claims of digital products and services. A structured, self-validated, machine-readable documentation will provide for this.

In Required for Standard ICT Items change:

Accessibility Conformance Report (ACR) - A written ACR for each ICT item, based on the product’s OpenACR (or legacy Voluntary Product Accessibility Template (VPAT)™). To be considered for award, the ACR must be complete, and submitted according to the instructions.

In Customized COTS/GOTS change: Accessibility Conformance Report (ACR) - A written ACR for each ICT item, based on the product’s OpenACR (or legacy Voluntary Product Accessibility Template (VPAT)™) for COTS items that will be configured or modified to meet contract requirements. To be considered for award, the ACR must be complete, and submitted according to the instructions.
