Re-write web pages (batch 1) #328

Batch 1 of web pages takes the content from the following pages:

... and creates new pages that are better organized with improved content. The new pages are:

Please refer to the content audit to see how these changes reflect the recommendations.

If approved, these changes can be incorporated into the website according to the new proposed structure

@mgifford This is work that I have actually completed. I created the ticket to document the work. Please tag appropriately and move to DONE (or rather, REVIEW for them to be approved) :)
