Make content recommendations for editor tool #330

Review the content of the editor tool to make sure it:

Clearly guides people through the process of creating an ACR (regardless of their level of knowledge)
Does not use confusing terminology or jargon
Complements the content of the website (and vice versa)

Note - this document of recommendations will include the request in #295 which is specifically about the 'disabled sections'.

So, when this ticket is done, that ticket will be done also.
