Suggestions for landing page for OpenACR section of Section508.gov #336

Coming from https://github.com/GSA/openacr/issues/271#issuecomment-1045146100

OpenACR will need to be managed from within Section508.gov. There needs to be a landing page to explain this ACR, link to the editor and help provide folks manage the transition.

From a design and usability perspective I think these are some important points for the landing page:

We developed content for the OpenACR site which was designed to help folks understand why it is important, regardless of their level of knowledge about accessibility and procurement.

Perhaps some of this content can be adopted into the new OpenACR landing page, or linked to from the landing page:
