Add support for EN 301 549

The main goal is to be able to compare the accessibility claims of digital products and services. A structured, self-validated, machine-readable documentation will provide for this.

Add support for EN 301 549 #351

For european sites, it is usually required to supply a conformance report based on EN 301 549, which is currently not supported in openacr. This adds an international catalog containing Section 508, EN301 and WCAG 2.1. We might also add another catalog that only supports EN301 or EN301&WCAG.

This is based on VPAT 2.4Rev INT (March 2022), see doc.

I would very much appreciate feedback, if needed I can also help adding this to the openacr-editor and update the WCAG 2.1 catalog to WCAG 2.2.
