As a supporter and implementer of the DATA Act, am happy to see it as a suggested part of the NAP once again. I'll take a stab at flushing this out in the suggested format, in hopes that others will weigh in with their insights, hopes, dreams, etc.
Topline Description Build on the success of the 2017 DATA Act implementation by increasing the scope of reported data to include inter-agency spending and supporting documents such as contracts.
Key Objective(s)
Description Update the DATA Act schema to include fields that allow the public to track the flow of federal dollars between agencies.
Update the DATA Act schema to include or link to supporting documentation for interagency spending, contracts, and federal assistance (e.g., grants, loans).
Measurable Metrics Putting a few ideas here...I left the actual percentages open because I'm not sure what's reasonable by 2019.
Added a related suggestion (#44) about standardizing program activity codes across the federal government and updating the DATA Act schema to accommodate that work.
