Suggested Title - Convene Open Education Experts and Practitioners
Topline Description - The Department of Education should bring together open education experts and practitioners to discuss opportunities for collaboration and produce tangible recommendations for expanding public access to open educational materials.

Paragraph Description - Open educational resources (OER) make knowledge accessible for all people by reducing the cost of education. The United States has already made great progress in expanding open educational resources by open licensing more Federally grant-funded education materials. Despite an increase in the use of OER in the United States and across the globe, the full potential of openly licensed materials has yet to be realized. To expand the public’s use of these materials and openly licensed materials created by civil society, the Department of Education will convene six workshops with experts and practitioners centered around topics selected with input from civil society. Each workshop will produce a white paper with recommendations that focus on increasing the use of openly licensed materials.
Measurable Metrics - The Department of Education will convene at least three meetings per year for a total of six meetings by June 2019. Each meeting will produce a white paper and a final report in June 2019 that outlines key recommendations to expand the use of open educational resources.
Suggested Title- Coordinate Agency Staff Training on Openly Licensing Materials
Topline Description - The U.S. Office of Management and Budget will host trainings for agency staff working to openly license Federal grant-supported materials and identify best practices across agencies.
Key Objective(s) - Training agency staff together on open licensing Federal grant-supported works Develop best practices across agencies for staff working on openly licensing materials
Paragraph Description - As some Federal agencies have moved to openly license Federal grant-supported materials, agency staff require training on types of open licenses and the storage of openly licensed materials for public access and use. To make this process more efficient and productive, the U.S. Office of Management and Budget will convene agency staff working on openly licensed materials in a training and develop best practices across agencies.
Measurable Metrics - The U.S. Office of Management and Budget will convene two trainings before June 2019 and produce a document of best practices across agencies.
