Bringing this up again now that the digital services playbook is using the new federal web design standards.
Related, the blue background color for the introduction ( 'a9c2d1') is too similar to the hyperlink blue ('268cbf'). According to WebAim's contrast tool, it fails both WCAG AAA and AA: http://webaim.org/resources/contrastchecker/
For the near-term, I think it would be best to just remove the background, or use a very light gray – we found that our hyperlink blue is only accessible on a gray background if we use a 5% tint: cfpb/design-manual#295

I think the general UI and design of the US Digital Services playbook works really well, especially the sticky nav that links to each sections ( which sort-of gets at #1 ). I also really like the visual hierarchy of its h2s, which help users scan through the names of each play. Could we re-use and adjust that code for this participation playbook?
