@lachellel Re: Issue #130. The Staging branch is most likely not the right place for this P.R. Please let me know what branch would be better and I will resubmit this.

This proposed Template.md, for your review, is a possible replacement for the existing Template.md files in the PIV-Guides, FPKI-Guides, and FICAM-Arch repositories. It includes the compiled elements of the existing Template.md files plus additional instructions and resources. Please let me know if you have comments or changes. Thanks very much and have a great weekend.

I'm closing this PR. @clstmbrly and I are going to work on another version.
