I reorganized the Digital Signature instructions in a way that should hopefully be clearer to users. The following is a summary of the changes:
Separated out Add/View/Remove instructions into separate pages for quick access.
Trimmed the OFR-specific page to cut down on repetitive instructions.
Moved external policy links, MS instruction links, and administrator instructions in to the new Additional Resources page.
Renamed the top-level page to Digital Signatures because all child pages fall into this category. I left the URL alone, so links to the Add a Digital Signature and OFR Submission Guidelines pages should not break.
