• [x] confirm intended outcome/audience of doc w/ Nina
• [x] confirm what info Ashley M needs to make hiring decision
• [x] share outline with team for feedback & determine best ways to fill in content (draft, conversation, etc)
• [x] write + polish
• [x] add signature block and get signed by Nina, Jackie & Sarah
• [ ] confirm with Nina whether Ashley & Ann's signatures are still needed for this in light of their sigs on the ARP funding memo
• [ ] if still needed, get Studio-specific version signed by Ann & Ashley

TTS LT created a different decision memo that is specific to funding for ARP programs, but not specific to the Benefits Studio. That said, it's a good thing that something is signed with funding numbers on it.
