[x] we've gotten clarity from the Talent team on what requirements/restrictions there are for opening a competition similar to 10x's

@matt-dobson, I got this started today via the DM to Amanda, but since I'm out between now and Tuesday, I'm hoping you can pick up the baton until then since I know figuring this out is a top priority for you?
