Unanswered hidden branched questions

Description

When someone answers a branched questions in a way that does not open it's child questions, the questions come out in the review results and benefits results as unanswered. Users epxress confusion as to why some questions they don't see are showing up as unanswerd. We received this comment from a user and from a USAGov colleague.

Need to find a technical way to prevent this from happening. Perhaps when they answer "no" the following questions get responded as not applicable automatically and if answered "yes" the branched questions open up.

User Story

As a user, I answer 'no' to being in the military and in the review results, I see several questions I don't see as unanswered. I need a way to know I've answered all the questions even if they are branched.

As content and tech team, need to find a way to answer all questions.

Acceptance Criteria

[ ] Content and Tech team members brainstorm on possible solutions
[ ] Select a solution with low lift
[ ] Implement solution
[ ] Users can see that all questions have been answered, even hidden child/branched questions
