TOME/Static HTML Testing #1907

Description

As a developer we want to be able to staticly test some important changes before we hand it over to USAGOV.

First let's try to reactive TOME in our environments, failing that let's leverage USAGOVs testing environments and pipelines

We verify our code with a static tome environment before making release to USAGov.

@scottqueen-bixal and I spend at least a week and a half trying to get tome working again on our environments, but it looks like the tome process has changed on the usagov side and we import some of their code during this process. We are reaching out to USAGov to work with them on meeting the need.
