In order to build empathy with target users in order to inform design, product, and content decisions, we need to build personas of users for retirement benefits.

[x] Due to funding limitations, start with desk research to build proto-personas
[x] Draft proto-personas
[x] Validate proto-personas with user interviews [dependent on funding]

8/1 - Moving this to backlog, Nick is focusing on usability tests which will take him a few weeks

Data being compiled right now - Nick will use some of the UT credits to facilitate this research.
