It doesn't appear that these emissions or pesticides recalls are in a machine-readable format. Do you know if EPA has these emissions or pesticide recalls in an API, RSS feed, or other machine-readable format? Or, do you have a point of contact who we could ask about publishing such a file?
FYI as it relates to this issue and to the other issues regarding the data included in this API -- the current data in the Recalls API come from the following four sources.

EPA recalls do not appear to be a part of the Recalls API specification, despite the fact that EPA is listed as a participating agency on recalls.gov. EPA has at least two recall types:
Vehicle Emissions recalls: http://www.epa.gov/otaq/recall.htm Pesticides: http://www.epa.gov/pesticides/about/index.htm. It is not immediately clear whether EPA lists pesticides recalls on the Web site.
