New Status Bar Variation for Modular Dashboard #1523

On the modular dashboard, we are using a variation of the current progress bar that does not have any spaces. This needs to be an option available in our component library.

In this version, we are not using the darker blue color, only the medium blue and gray.

This feature is implemented in @gsa-sam/componets@17.0.13 and @gsa-sam/sam-styles@3.0.23.
