Display "complete" first on reporting status page #1090

@btylerburton Please do not merge this PR until about 30 minutes after https://github.com/GSA/sdg-data-usa-staging/pull/14 has been merged. The reason is to give that sdg-data-usa-staging PR enough time to build and deploy before a site build is triggered by merging this.
