QA improvements 2024-08-22 #1098

This PR includes the following:

  1. Remove the "Updates" menu link and the temp post
  2. Use a custom USA logo
  3. Update the functional email contact
  4. Install USWDS and use it for the banner

@btylerburton The big change here is adding the USWDS banner to the top. It is working fine locally but I am curious to see how it works with the Cloud.gov workflow. I've updated the Github actions workflows. Should we merge it to give it a try?
