Pull data from subfolders of data repo #984

This should not be merged until at least 5 minutes after https://github.com/GSA/sdg-data-usa/pull/20 has been merged. This will pull data/metadata from subfolders of the data repo, rather than from the root.

This will actually fail testing until the PR mentioned above is merged, because it is trying to pull data that doesn't exist yet.
