Do a crash pass at expanding the ignore list

In anticipation of #1017 and inspired by the findings in #1021, I want to do a quick pass at adding a bunch of things to the ignore list before we do #1017.

• begins list
• contains list
• analysis
• except list

Some relevant files....

• target URL list
• weekly snapshot

Some relevant issues....

Afterwards, be sure to add back in any to the except list from omb_idea that get filtered ...

this is done. I might take one extra extra pass later this week but regardless will close it.
