(hold) Think about a model of discrete agency/bureau changes #879

Whereby, after the normal process is applied, a file of discrete further changes can be used to modify those fields.

The file would be something simple like: target url,agency,bureau for each line and for those target urls, the agency and bureau would be updated to those new values

having thought this through, it adds not insignificant complexity, but could be doable. Just a question of if this is really worth it given #972
