There's 333 more rows in the omb_idea file than in the snapshot:

• 60 are duplicates
• 287 are in the omb_idea file but not in the federal website index.
  • 222 have a TLD other than .gov or .mil
  • Remainders (list below) look like they are mostly being filtered out by the ignore process. I'll need to process.
