uspto - pair bulk data api #199

Does this API have a URL?

It's pairbulkdata.uspto.gov but you found it by googling for uspto "pair bulk api" and not from me! As a patent data junkie it has some fairly serious flaws as does the similar patentsview.org api. Both say that they're in beta and the latter is opensource, though it's not obvious from their site.

@mustberuss if patentsview.org is open source, where is the code?

@webmaven it's https://github.com/CSSIP-AIR/PatentsView-API for the api source. There's also a CSSIP-AIR/PatentsView-DB and a couple of other related projects but not much documentation saying how it all ties together.
