Position of Exit Button on Mobile and 200% #397

During UAT, it was noted that on mobile and 200%, the exit button is under the menu. Move this to the header.

After researching the issue, the client has decided that we will forgo any changes. The position of the exit button is valid and in line with other federal sites like cloud.gov and pages.gov. Furthermore, after experimenting it has been determined that there is not enough space in the nav bar for it to fit nicely on mobile. It was also voted against changing the link to a button within the dropdown. For now, it will stay as is until it becomes an issue.
