Display of System Messages on UI #435

As a user, I want to be able to see system messages displayed on the UI, so I can keep up to date on important GSA SmartPay system related messages.

Feedback from Andrew Lee: "System messages were useful for announcing planned outages for maintenance windows. There were some times where production had to be taken offline. If we knew the websites were going to be unavailable for a more extended period of time or operating slowly (e.g., drupal patches, database migration), we could give the customers a heads up. Based on the new tech stack and how we push code to production from GitHub, I don't know if this is still relevant. That was the most common usage that I can think of. It might be worth asking the development team if they see any of this still might apply.

We also posted messages on the main website if the training website went down (because we had so many server issues). I think SAM.gov going down only happened once (it doesn't look like it happens a lot)."

Feedback from Sarah Smith: "It was mostly for when the website wasn't cooperating or maintenance was happening and we were asking customers to be patient."
