BUG - Possible Timestamp Issue #442

BUG: When a user pulls their certificate, it may not show the actual date/time when the quiz was completed.

For example, we received the following email from a user (Kim Minor) on Nov 13, 2023 at 7:53 PM ET:

"Greetings,

I believe there must be a system glitch. I completed the GSA SmartPay Training today, however, my certificate of completion is dated with yesterday's date. In addition, my last name is missing from my certificate.

Can you please update my certificate to reflect my full name "Kimberly Minor", and date the certificate for today (11/13/2023)? Thanks in advance for your assistance with this matter.

Here is the corresponding report that shows a quiz completion of 11/14."

Please note that her email was received on 11/13, but the certificate attachment on that email was dated 11/14. See below.

John Beall completed a quiz on 11/14 at 10:32 a.m. ET and it shows that he completed it today on 11/14/2023 15:32:17 (this is a future time).

This issue appears to be widespread and not isolated to one type of quiz.

EXPECTED BEHAVIOR: I would think that the date/time reflected in the report should show when the user passed the quiz in their particular time zone.
