Log Tracking Editing of User Records

As an administrator, I would like the system to track which administrator edited a user record and when a user record was edited.

Each record would include the following fields: Created By Created On  Last Modified By  Last Modified On

@LoraBradford approved changing the labels on the following audit fields from Modified By and Modified On to Last Modified By and Last Modified On to be clearer to users. User story updated to reflect this change.
