GSPC | Duplicate Loginless Screens Used on the Current Training Website

For the GSPC implementation, we will need the 2 loginless screens (one for the existing users and and one for the new users) that are currently being utilized for the current training system (used to access training quizzes, certificates, and resources).

Acceptance Criteria

• [ ] If you are a new user, you receive the full form to fill out.
• [ ] If you are an existing user, you enter your email address, then receive the screen saying to check your email.

Note: The content of the email for the loginless message is defined in #456
