Develop content for the emails sent to individuals who have completed GSPC-required courses at the yearly forum and have confirmed their experience of receiving their GSPC.

Acceptance Criteria:

[ ] Content has been written and finalized.
[ ] Includes a certificate

Note, the content should include:

A link that addresses if there are issues, contact smartpaygspc@gsa.gov

Approved Email Content:

Subject: Certificate – GSA SmartPay® Program Certificate

Hello [username], Congratulations! You've successfully met the GSPC experience requirement. Your certificate is attached below. If you did not submit this request, you may be receiving this message in error. Please disregard this email. If you have any questions or need further assistance, email us at smartpaygspc@gsa.gov.

@LoraBradford, the requested change has been made and should be available for viewing this afternoon. The content change has been completed and is now available in staging.
