Improve performance by adding explicit height and width to image elements #455

I found a performance issue when testing tickets for the 889 tool and Program Website. The issue was image elements did not have explicit height and width. I ran the same report and found it to be a performance issue on SmartPay Training. Completing this would enhance the performance of the screen load. I've attached the images without explicit height and width.
