GSPC | Email Title and Content Once User Initially Attempts to Begin GSPC Verification #456

As a user who has completed GSPC Forum training requirements and is attempting to complete my GSPC verification utilizing the loginless functionality described in #449, I should receive an email referencing what the loginless email is for.

[ ] Email Title is created and finalized
[ ] Email content and link placement are created and finalized
[ ] Content is similar to training and accessing past certificate emails
[ ] Email is delivered to an individual once #449 is developed

During the GSA SmartPay Training Forum, you completed the required coursework for the GSA SmartPay Program Certification (GSPC) defined by Smart Bulletin 22.

GSPC recipients are also required to have a minimum of six (6) months of continuous, hands-on experience working with the GSA SmartPay program.

Please click the link below to access the GSA SmartPay Training website to acknowledge that you have met the coursework and experience requirements.

Please do not share this link with others as it is unique to you and can only be accessed one time.

#456 Acceptance Criteria

Pass/Fail	Description
Pass	Email received after an admin user submits a valid email address
Pass	Draft email content displayed *

NOTE: Bug created for updates to content that was missing. I didn't push this user story back since the content is in a draft state. See #510

ADA Compliance (Automated scan via Chrome Lighthouse) This is an email sent to users. No changes to existing functionality in GSPC.
